Three people face criminal charges after pilfering nearly 4 tons of sea cucumbers from a Whale Pass marine reserve that's been off limits to fishing for decades. The area where state troopers say they were diving has been closed so biologists can monitor the population abundance of sea cucumbers affected only by natural conditions like water temperature and salinity and not by fishing pressure.
